Cleared to build in mid-2026, the development is one of the larger additions to a stretch that has historically seen lighter construction activity than nearby Ridge Avenue corridors.
The site is owned by the Philadelphia Housing Authority, which acquired it in 2022. As an ICMX-zoned parcel, the lot allows for a broad mix of commercial and residential uses by right, and the scale here—three stories—keeps the project low-slung while packing in density across a generous footprint. It's a notably different approach than some of the taller infill rising along Ridge, leaning instead into horizontal spread and ground-floor activation with office space rather than the typical retail-first formula.
The project drops into a neighborhood already absorbing a steady wave of new supply. Within a half-mile, another 226 units are either planned or underway, including the 36-unit building at 2112 Ridge and the 27-unit project at 2134 Ridge, plus smaller developments like the 24-unit site at 1409 N 21st Street. Cecil B Moore Avenue itself has been slower to develop compared to Ridge, making this one of the first larger efforts to test demand along the corridor's western edge near the Sharswood footprint.
With the Housing Authority involved and a mixed-use program in place, the project suggests a deliberate effort to stabilize and densify a block that hasn't seen the same investor attention as adjacent arteries. If absorption holds, it could encourage similar conversions of nearby underused industrial and institutional parcels, particularly in the ICMX zone where flexible programming keeps options open. The rooftop deck and office component also hint at a tenant mix that isn't purely workforce housing, potentially broadening the profile of new residents along this stretch.
