A 16-story tower with 297 apartments has opened at 440 N 15th Street in Fairmount, adding significant density to a stretch of the neighborhood that's been picking up steam. The building includes ground-floor retail, parking, loading areas, and communal space, topped by a shared roof deck on the 16th floor. The project was cleared to build in April 2020 and has since delivered on a roughly 73,000-square-foot lot owned by the Community College of Philadelphia, which acquired the site back in 2011.
The site sits in a CMX4 zone, which allows this scale by right—a straightforward path for a project of this size in a corridor that's increasingly comfortable with midrise density. The zoning here encourages mixed-use development, and the ground-floor retail component fits that intent, though the bulk of the building is residential above a base of shared amenities and structured parking.
This tower lands in the middle of a broader wave of new construction stretching from Broad Street west toward the Schuylkill. Nearby projects include a 119-unit building at 619-29 N Broad, an 81-unit development at 225 N 13th, and a 23-unit project at 1314-32 Spring Garden. Altogether, nearly 300 units have risen within a half-mile, signaling developer confidence in the neighborhood's absorptive capacity and its appeal to renters drawn to proximity to Center City and the museum district.
The completion of this tower sets a new benchmark for the immediate area, and it's worth watching how other underused parcels along this spine respond. With by-right zoning accommodating significant height and density, and the Community College still holding institutional land in the vicinity, there's potential for additional large-scale residential to follow if market conditions stay favorable.
