A three-story mixed-use building with 17 apartments and ground-floor commercial shell space is under way at 8020 Frankford Avenue in Holmesburg, cleared to build in late July on a 6,920-square-foot lot. The project includes a basement and roof access structure — though notably no roof deck — and will require full NFPA 13 sprinklers and underpinning work monitored by a licensed engineer throughout construction. The commercial tenant remains to be determined; use registration and separate fit-out permits will be needed before anyone moves in downstairs.
Owner of record Tang Zi Bin acquired the site this year and is moving forward under CMX2.5 zoning, which allows moderate-density mixed use by right along commercial corridors like Frankford Avenue. The three-story scale and small commercial footprint fit squarely within the code's parameters, sidestepping discretionary review while threading the needle between Holmesburg's older one- and two-story fabric and the corridor's capacity for denser infill.
What's more telling is the solitary nature of the project. There are no other recently delivered or advancing apartment buildings within a half mile, making this a test case for whether low-rise mixed-use development can gain traction this far up the avenue. Holmesburg has long attracted smaller-scale builders chasing lower land costs, but multi-unit projects have been rare, and purely speculative ground-floor retail rarer still.
If Tang's building leases up smoothly — both the apartments and the shell space — it could shift how other owners evaluate underused commercial parcels nearby. Frankford Avenue through here is dotted with shallow lots that could accommodate similar by-right projects, but so far the pace of development hasn't justified the risk. One successful execution may not trigger a wave, but it provides a model and, just as importantly, comparable rents for the next builder weighing the same math.
