A four-story, 30-unit building is under way at 3725–37 Pulaski Avenue in Nicetown–Tioga, adding density to a corridor that's seen fits and starts of new construction over the past few years. The project spans a 13,734-square-foot lot, roughly a third of an acre, and was cleared to build in April 2025. Plans call for accessory amenity spaces, full NFPA 13 sprinklers, and standpipes, with recent amendments accommodating a site retaining wall and a landscaping payment-in-lieu waiver. This is by-right development in an RM-1 zone, a designation that allows medium-density residential without special approvals.
3725 Pulaski Ave LLC acquired the site in 2024, and while the entity name doesn't telegraph much about the team behind it, the scope suggests a developer with some comfort navigating the full code review process and coordinating separate MEP and fire-suppression permits. The building is already framed enough to have required agency changes for DPRC-SI and special inspections in early 2025, indicating steady progress on site.
The broader Nicetown–Tioga picture remains patchy. Within a half mile, there are only about 10 units in the pipeline, including a 10-unit project at 1903 W Erie Avenue. That's thin compared to other North Philly submarkets, and it underscores how much of the neighborhood's activity is still concentrated in one-offs and smaller infill rather than the larger assemblages cropping up closer to Broad Street or Temple's campus. This Pulaski site is big enough—and the unit count ambitious enough—to suggest that at least one operator sees opportunity in the corridor, even if the surrounding pipeline hasn't caught up yet.
What the project does is put a marker down on a stretch of Pulaski that's seen its share of vacancy and underuse. If the 30 units lease as planned, it could nudge adjacent parcels into play, particularly those large enough to support similar mid-rise structures. For now, though, this remains an isolated bet rather than the leading edge of a broader wave.
