A 73-unit residential building is under way at 1238–46 Belmont Avenue in University City & Powelton, where Haverford Square, the owner of record since 2021, is constructing a five-story structure with basement and roof deck across a 22,479-square-foot site. The project—cleared to build in January and currently rising—uses Type III-A construction with fire-retardant-treated wood or non-combustible exterior framing, fully sprinklered and outfitted with standpipes in the stairwells. An amendment approved in May revised the perimeter structural walls, a common refinement as larger wood-frame projects move through the building phase.

The site sits in an I2 industrial zone, a relic designation that has increasingly given way to housing as University City extends westward along Lancaster and Belmont. The by-right path here underscores how older zoning in the neighborhood accommodates multifamily development at meaningful scale—this is more than twice the size of most nearby projects, which tend to land in the single digits or low teens. Haverford Square's willingness to assemble a larger parcel and push density reflects both investor confidence in the area's rental fundamentals and the relative ease of building without variance theatrics.

Within a half-mile radius, roughly 141 units are in the pipeline, including a 49-unit building at 4272 Parkside Avenue and a scattering of smaller projects along Belmont, Lancaster, and the low-40s blocks. The pace is steady rather than feverish, but it's enough to suggest that scattered-site infill is becoming the default mode of growth in this stretch of University City. The neighborhood has plenty of underused industrial parcels and aging commercial strips, and developers are clearly betting that student and young-professional renters will absorb what gets built.

The success of this project—and others like it—will determine whether similarly zoned parcels along Belmont and the surrounding grid get swept into the next wave of assemblage. With construction already progressing, 1238–46 Belmont is less a speculative bet than a near-term data point, one that will either validate the neighborhood's absorption capacity or leave a cautionary tale for the next developer eyeing an I2 lot with a tape measure and a pro forma.
