95-unit residential new construction, zoned CMX4.

A seven-story, 95-unit residential building is under construction at 4050 Ludlow Street in University City, pushing a fairly substantial footprint onto a 9,503-square-foot lot. The structure will include a rooftop deck, 42 bike parking spaces, and 18 vehicle spaces—a lean parking ratio typical of this transit-rich neighborhood. The design calls for two construction types stacked atop one another: Type IA concrete through the second floor and Type IIIA above, with full sprinklers and standpipes throughout. The building was cleared to build in April 2024 and is owned by Jade Enterprises 26 LLC, which picked up the parcel in 2025.
The site sits in a CMX4 zone, where the project is proceeding by right without special zoning relief. The lot's proximity to Drexel University and the 40th Street corridor makes it a natural candidate for higher-density infill, and the developer is using every inch of the allowable envelope. With nearly 950 residential units either planned or delivered within a half-mile radius, this stretch of University City has become one of the city's most active pockets for multifamily development.
Nearby projects reinforce the trend: a 145-unit building at 4401 Holden Street and a 12-unit project at 4245 Sansom Street are among the schemes reshaping the blocks west of campus. The corridor is thick with older low-rise commercial and residential buildings, many on parcels large enough to accommodate similar mid-rise projects. The Ludlow Street site itself was likely assembled or underutilized for years, and its development suggests that other corner lots and auto-oriented strips in the area could follow the same path as land costs and rental demand continue to support this scale of construction.
The project's mix of construction types and full life-safety systems reflects the city's updated building codes, and the modest parking count underscores the walkable, transit-served character of the neighborhood. As University City continues to densify, the Ludlow Street building will add nearly 100 units to a market already absorbing significant new supply, testing whether demand can keep pace with the wave of deliveries expected over the next few years.
