10-unit residential new construction, zoned RM1.
A four-story, ten-unit building at 713-15 S Mildred Street has been delivered in Bella Vista, adding another modest infill project to a corridor that's seen steady small-scale development over the past few years. The structure, cleared to build in April 2023, sits on a 3,456-square-foot lot and includes two private roof decks with access structures. Mildred Street Development LLC acquired the site in 2022 and moved through a by-right RM1 approval—a zoning designation that allows multi-family residential without the need for variances or special hearings.
The project required underpinning and temporary shoring, suggesting construction on a tight urban lot with close adjacencies, and the scope called for full NFPA 13 sprinklers and standpipes. An amendment approved in September 2024 tweaked the building layouts, a common midstream adjustment as developers refine unit configurations to meet market demand or construction realities. The result is a straightforward mid-rise that fits comfortably within the neighborhood's existing scale and character.
This delivery adds to a broader pattern of small- to mid-sized projects reshaping the blocks between Broad and the Delaware. Within a half-mile radius, nearly 250 units have been built or are under way, including a 157-unit project at 419 Bainbridge and a 45-unit building at 614 S 13th. The Mildred Street site is part of a cluster of infill development—nearby projects at 825 Bainbridge, 769-75 S 10th, and 608 S American range from nine to 15 units—each chipping away at the neighborhood's remaining vacant or underbuilt lots.
The success of these small LLCs working at the ten-unit scale underscores the continued appeal of RM1 parcels in Bella Vista, where land assembly isn't always necessary and by-right zoning keeps timelines predictable. With Mildred Street now complete, attention will likely shift to similar lots along the corridor's southern edge, where developers can replicate this formula without the complexity of larger assemblages or rezoning fights.
