A three-story, 12-unit building at 748 N 40th Street in Powelton has wrapped up construction, adding another finished small-scale apartment project to a neighborhood that's been steadily absorbing incremental density. The building includes a roof deck with a private access structure tied to the top-floor unit, along with a platform lift and exterior stair that were adjusted during the build. Sprinklered throughout, the structure rises from a 3,900-square-foot lot under RM-1 zoning, which allowed the project to move forward by-right without variances.
748 N 40th St LLC took title to the site in 2021 and was cleared to build the following August, with amendments logged through late 2023 as the design evolved—layout tweaks, underpinning work, structural modifications, and changes to the rooftop access all tracked through the development process. The building now stands complete, joining a clutch of similar-scale projects that have reshaped the low-rise blocks between Market and Girard over the past few years.
Within a half-mile radius, roughly 182 units have either delivered or are under way, including a 10-unit building at 644–46 N 40th, a nine-unit project at 865 N 40th, and a 12-unit development on Aspen Street. The rhythm is consistent: three-story walk-ups on narrow lots, often assembled or acquired in the early 2020s, now filling in what had been a mix of vacant and underutilized parcels. The pattern suggests that similar sites along the 40th Street corridor and adjacent blocks remain attractive targets for developers comfortable with the RM-1 envelope and the rental fundamentals that come with proximity to Penn and Drexel.
With 748 N 40th now delivered, attention turns to how many more lots in the immediate area can support this template. The answer depends partly on land assembly and partly on whether the market can continue absorbing small, non-amenitized rental product at a pace that justifies the per-door construction costs. So far, the wave hasn't crested.
