A five-story, 132-unit residential project is now under construction at 5113 Frankford Avenue, bringing one of the larger recent apartment plays to the Frankford corridor. Cleared to build in mid-January, the development will occupy a 104,928-square-foot site—more than two acres—using modular construction assembled off-site. Sixty percent of the units, or 80 apartments, are earmarked as affordable, with ground-floor space set aside for medical, dental, and health practitioner offices plus retail for food, beverages, and groceries. A rooftop deck rounds out the program.

The site is zoned CMX3, which permits the scale by right and encourages mixed-use buildings along commercial corridors like Frankford Avenue. Fcdc Development Properties I LLC picked up the parcel in 2024, moving quickly from acquisition to vertical construction. The choice of modular reflects both speed and cost discipline on a project of this size, especially one threading the needle between market-rate and income-restricted units.

Within a half-mile radius, only 16 units are in the pipeline—most notably a 16-unit project at 4814-18 Griscom Street—so this 132-unit lift represents a meaningful step change for the neighborhood's multifamily supply. Frankford has seen sporadic residential activity over the past decade, but a project of this density, with integrated retail and healthcare space, suggests the corridor is finally absorbing enough demand to justify larger plays.

The real test will be whether this project unlocks similar moves on nearby underused industrial and commercial parcels. If the 80 affordable units pencil and the retail finds tenants, the blueprint could travel quickly along Frankford Avenue's long stretch of shallow lots and aging storefronts. For now, it's the most significant bet anyone's made on the corridor in years.
