A 29-story residential tower containing 405 units has been delivered at 3714–22 Chestnut Street in University City, adding another high-rise presence to a corridor that's been steadily thickening over the past half-decade. The building includes a handful of ground-floor commercial shells, underground parking, and amenity decks on the second and 29th floors, rising from a roughly 26,500-square-foot parcel zoned CMX4. The project is owned by Em Chestnut Venture LLC, which acquired the site in 2018 and was cleared to build the following February.
The tower joins a concentrated wave of large-scale residential projects within a half-mile radius, which together have added more than 800 units to the immediate area. Noteworthy neighbors include twin 363-unit projects at 3615 Chestnut and a 95-unit building at 4050 Ludlow, reinforcing University City's shift from low-slung institutional and retail fabric to a denser, more vertical housing market. The development required a zoning variance and City Planning Commission sign-off for public-space adjustments, indicating some negotiation over street-level treatment despite the underlying by-right potential of the CMX4 designation.
What's notable here isn't just the project's size but its timing—construction launched well before the pandemic and delivered into a very different rental environment than the one it was originally conceived for. The presence of three vacant commercial bays at grade suggests the developer is still working out the retail component, a familiar challenge along Chestnut's mid-blocks where foot traffic can be uneven. As more of these towers come online and occupancy settles, the question becomes whether the block's remaining underdeveloped parcels—many still occupied by one- and two-story commercial buildings—will follow suit or wait out the next cycle.
