20-unit residential new construction, zoned RMX2.
A four-story, 20-unit residential building is under construction at 3117 Master Street in Brewerytown, adding another mid-density piece to a corridor that's seen steady infill over the past few years. The project, owned by Resistance LLC, will include a mezzanine level, common and private roof decks, and an accessory parking garage on a 7,468-square-foot lot. The building is cleared to build under RMX2 zoning, which allows for exactly this kind of by-right multifamily development without requiring zoning variances or special approvals.
Resistance LLC picked up the site in 2022, and the timing lines up with a broader wave of small-to-midsize multifamily projects in Brewerytown and adjacent Sharswood. The nearest comparable development is a 27-unit building at 2625 Jefferson Street, which accounts for all the nearby pipeline activity within a half-mile radius. That thin project count suggests the neighborhood is still in an early phase of redevelopment rather than experiencing the kind of saturated building boom seen in Fishtown or Point Breeze a few years back.
The Master Street project's modest scale—20 units spread across four stories plus a mezzanine—reflects the reality of working with smaller parcels in a neighborhood where land assembly remains difficult and values haven't yet justified taller construction. The inclusion of parking is a practical nod to a market that still skews toward car ownership, even as the neighborhood's proximity to Fairmount Park and improving transit connections make it more appealing to renters willing to go car-light.
As this building and the Jefferson Street project deliver, they'll set a baseline for what similar underused parcels along the Master and nearby corridors might support. Brewerytown has plenty of vacant and underimproved lots, and successful lease-up of these mid-density projects will likely determine whether other owners and developers see enough demand to justify similar investments in the near term.
